Key findings

The report addresses political narratives and public policy; labour market integration and racist violence and access to justice for people of migrant, refugee and asylum seeker background. It also describes cases of racist speech by state officials and politicians.
Statistics about racially motivated hate crimes are not published in Estonia but some racist incidents were reported by civil society and international organisations, for example attacks against asylum seekers accommodation, and a physical assault on a refugee. The report addresses that in 2015 the Estonian Penal Code did not address hate crime and its bias motivation, including racial and migrant hatred, however the Estonian Ministry of Justice organised an international seminar regarding processing and data collection of hate crimes in 2016.
